New Scientist Breaking News - Oil on troubled waters may stop hurricanes
There is an old sea tradition of pouring barrels of oil on troubled watters. It was never known why, but now scientists have developed a computer model that shows that this oiling of the ocean might reduce wind speeds by reducing the amount of ocean spray. This could keep tropical storms from developing into hurricanes. No actual testing yet.

I am sure that if it involves oil and befouling an environment, the Bush administration will be right on it.
